The official is deputy secretary for the union council. When the secretary is not available it falls on the deputy secretary to document all the statements and decisions made in the union council and make it available for all the members of the union. Deputy secretary is also responsible for all the tech within the presiding committee of the council when the secretary is not in need of the deputy secretary.

The Deputy Secretary gets its delegation from the union council.
